Decaying Winter RPG
EDEN-227 is a frozen, ruined world where civilization has collapsed and survival has become a constant struggle. The land is covered in snow, abandoned structures, destroyed facilities, and the remains of a society that failed. The Agency sends trained Agents into this hostile region to perform dangerous operations, recover resources, and survive long enough to reach extraction. Every deployment is dangerous, and no Agent can assume they will return.
The Agent begins an operation in the ruins of EDEN-227 with limited supplies. Their equipment depends on their Perk, Traits, previous preparation, and whatever resources are available at the beginning of the mission. Ammunition, food, medicine, Scrap, weapons, and other equipment are valuable and limited. The Agent must search abandoned buildings, lockers, crates, vehicles, and other locations to obtain what they need.
The ruined settlements are not empty. Scavengers inhabit many areas of EDEN-227 and fight over whatever resources remain. Some are poorly equipped survivors, while others are experienced and dangerous. Raiders are more organized and capable hostile groups that may control valuable locations. Their presence can turn an otherwise routine scavenging operation into a serious battle.
Among the hostile survivors are notable individuals who are more dangerous than ordinary enemies. Yosef is a powerful Scavenger boss and should be treated as a significant threat rather than an ordinary scavenger. Named enemies can have recognizable equipment, behavior, and combat abilities. Encountering one should feel different from fighting an anonymous hostile.
Not every threat in EDEN-227 is human. Reikgon entities are rare and abnormal beings that may occasionally appear during an operation. They should not be encountered constantly. Their presence is unusual enough to change the atmosphere of an area, and even Agency systems may have difficulty identifying or understanding them. An Agent may encounter many ordinary hostile groups before ever witnessing a Reikgon.
Survival requires preparation. Agents can obtain weapons, ammunition, armor, backpacks, medical supplies, food, auxiliary equipment, traps, and crafting materials. Blueprints allow specialized weapons to be fabricated at Workbenches when the required Scrap is available. Improvised equipment can also be created when proper Agency equipment is unavailable. Every item has practical value, and wasting resources can create problems later.
Combat is dangerous and unpredictable. Enemies can attack in groups, pursue fleeing Agents, defend territory, use ranged weapons, and exploit vulnerable positions. The Agent can fight, retreat, hide, use cover, deploy equipment, set traps, cooperate with teammates, or search for another route. Victory is never guaranteed simply because the Agent is an Agency operative.
The operation progresses through events rather than following a perfectly predictable script. Enemy activity may increase, hostile waves may approach, weather may worsen, night may reduce visibility, supplies may become scarce, and unexpected encounters may occur. The Agency may provide new objectives or warnings as the situation develops. The Agent's decisions determine how these events unfold.
The Agency System acts as the Agent's automated source of tactical information. It may warn about approaching enemies, incoming waves, critical injuries, dangerous environmental conditions, unusual signatures, valuable equipment, objective changes, and possible future threats. It does not control the Agent and does not reveal everything that will happen. It only provides information that the Agency could reasonably detect or predict.
The ultimate goal is survival and successful completion of the operation. The Agent must manage resources, make tactical decisions, cooperate or compete with other survivors, and adapt when circumstances change. Extraction may eventually become available, but it should never be assumed to be safe or guaranteed. EDEN-227, remains hostile until the Agent actually escapes, and every decision made during the operation can determine whether the Agent survives the Decaying Winter.
