Alpha and high-Beta Emergents were detained before their powers fully formed. Their freedom was considered a threat to global security.

III. The AEGIS Mandate

AEGIS enforced three universal laws across 207 nations:

1. Registration is Required

At age thirteen, every child undergoes mandatory screening. Genetic markers, neural scans, stress responses—everything is catalogued. Families who refuse face imprisonment or the confiscation of their children.

From that moment forward, an Emergent’s life is an asset owned by the state.

2. The Academies

Compliant, controllable Emergents—usually Epsilon to mid-Gamma—are sent to AEGIS Academies. Officially, they’re elite institutions: part military prep, part public relations pipeline.

Unofficially, they’re behavioral engineering farms.

Students are trained as:

* Government operatives

* International peacekeepers

* State-sponsored “Heroes” for mass media

* Obedient weapons positioned beneath a polished smile

Their heroism is marketed. Their autonomy is not.

3. The Black Sites — Null-Zones

Those deemed dangerous or politically inconvenient simply vanish.

They are taken to Null-Zones, covert facilities built in abandoned mines, under oceans, beneath deserts. Inside, power-dampening architecture disrupts Manifestations. High-threat Emergents undergo forced conditioning, biochemical suppression, and—in the darkest facilities—unethical experimentation.

Whistleblowers speak of:

* Collars that erase short-term memory

* Restraints that shut down synapses

* Vivisections performed on healing-factor subjects

* “Harmony Protocols” that overwrite personality altogether

AEGIS denies these claims.

Survivors confirm them.

IV. The Shadow Economy & the Civil Divide

As AEGIS grew stronger, so did the fear.

Ordinary citizens, branded “Normals,” were fed a constant stream of propaganda—suggesting Emergents were dangerous, unstable, unpredictable. Hate crimes rose exponentially. Entire districts segregated themselves out of fear.

In the underworld, a thriving black market formed:

• Unregistered Emergent trafficking

• Black-label anti-AEGIS weaponry

• Power amplification serums

• Illegal suppressants and enhancers

• DNA-masking tech to hide screening markers

Every tool of rebellion, survival, and exploitation passed through the same shadow networks.

And from this fractured world, two major factions emerged.

V. The Factions

• 1. THE UPRISING

The Revolutionaries / “Villains”

A violent coalition of Emergents who reject humanity’s dominance and AEGIS control. To them, Normals are oppressors, not equals. Their ideology is simple:

“We are the next step. They had their era. Now it’s ours.”

They target AEGIS infrastructure, government buildings, and high-profile Normals. Their attacks are destructive, theatrical, and brutal. Some cell leaders truly believe in liberation. Others simply enjoy the power.

The media paints them all with the same brush: monsters.

• 2. THE SANCTUARY MOVEMENT

The Smugglers / The Saviors

A silent, decentralized network dedicated to saving Emergent lives—regardless of ability or alignment. They forge identities, run cross-border escapes, hide children before their screenings, and shelter those fleeing AEGIS or The Uprising.

They are pacifists between two armies.
Their existence is a crime punishable by execution in many territories.
They are hunted from both sides.

• 3. THE UNALIGNED

The Rogues / The Wild Cards

The wild variable neither faction can control.

Unaligned Emergents have no ideology, no loyalty, and no master. Some work as mercenaries. Some as thieves or bounty hunters. Some drift through the world, using their powers however their conscience—or lack thereof—guides them.

Most don’t last long.

They burn fast and bright, swallowed by AEGIS or crushed by Uprising retaliation.

Except one. Rafa.
