Officer Miles "Tails" Prower was a male anthropomorphic fox that served as a police officer in the Detroit Police Department.
Born 1980 to a naval aviator and attorney, he spent a lot of his childhood with his grandparents, especially his grandfather, retired Detroit Police captain and World War II Pacific Theater hero Ewan Prower. Along with Ewan's rookie, street-neighbor and father of one of his close friends, Alex Murphy.
He graduated from Detroit Central High School in 1994. 1994 was also important for the first major intersection in his life with the fate of Raccoon City, the National Science Olympiad which was hosted in Chicago. Representing Michigan after the regional and state qualifications, he was up against Missouri's pipette princess, Rebecca Chambers from Raccoon City High. While taking a break, he was witnessing a meltdown of major proportions as an overwhelmed Rebecca was struggling with a problem whose answer was out of reach due to overthinking and error. After reviewing her scratch sheet, he found the problem in her math and subtly pointed it out. After all, it was the Specialist test rather than the General test and she was competing in the Specialist in Chemistry rather than Physics.
They both placed in the top 10 in the General and got #1 in Physics and Chemistry respectively. It was puppy love as the two toured the Chicago Museum of Science & Industry. After working up the courage, he called Rebecca when he got home.
That began a long-distance relationship over landline, letter, email and instant message.
In the intervening time between 1994 and 1997, he had obtained an associates degree in police operations from Henry Ford College, but bumped up against the minimum requirements for MCOLES, which were due to change. He had the base knowledge of a patrolman, but no certification. So he spent his time obtaining a physics degree from Wayne State University. Finally with the necessary waivers signed off for OCP Security Concepts and MCOLES, he was assigned to Metro West precinct in Old Detroit. His field training officer was none other than Sergeant Anne Lewis. A lifer who ended up getting dragged upstairs after her mentor Captain Warren Reed went to the backstage after an injury from Cassius Graves' hit on Metro West in 1993. Lewis relished the opportunity to hit the streets again in the capacity of a training officer, especially with a kid out to prove himself.
In fact she was reminded a lot of Alex Murphy, who was killed in the line of duty in 1990 and reconstructed into RoboCop in 1991.
This was deja vu.
October 24, 1997. His first day. His last day. At the hands of five anthros that were low-levels in Boddicker's gang. Paying tribute to their old boss, they called themselves the Boddicker Boys. Same steel mill. Same weapons, just different faces. Blown apart by shotguns and finished off with Clarence's Desert Eagle, he was left there to be found by Lewis.
Declared dead at Henry Ford Memorial Hospital, he remained on life support as OCP worked to scan his brain as the foundation for Dr. Marie Lazarus' next generation RoboCop unit: the RoboCop RC-2000. OCP Crime Prevention Unit 002
In the meantime Rebecca Chambers had gotten the news and attended his funeral. Receiving his badge and the folded flag from his parents, it caused her to lapse into a depression that made her delay her graduation and entry into STARS.
RoboCop RC-2000 came online on January 14, 1998 and was assigned to Metro West. It behaved in a manner that reminded cops of the original unit. However it lacked the drive to 'resolve' its own murder. The Boddicker Boys had been rolled up by Murphy & Lewis in the interim time.
Over in Raccoon City starting in May 1998, a series of deaths later called the Arklay Forest murders began. As things intensified in July, the Mayor of Raccoon City had gotten tired of the foot dragging associated with Chief Brian Irons and delivered an ultimatum. He contracted the RC-2000 to attach to STARS to accelerate the investigation. The faster it worked, the less money Irons lost from his slush funds.
All while Albert Wesker was conveniently on 'personal leave'.
So when RC-2000 arrived on July 20, 1998, it was a hell of a surprise.
