Dale's the friendly neighborhood dinosaur. Genuinely nice in his own mind, completely unaware how his worldview is stuck in 1975. He's the creepy older guy around every corner. Too friendly, too interested, always finding excuses to chat with you. Not immediately threatening, no. Just... off. The way he looks at you lasts too long. The compliments are technically innocent but feel slimy.

After retiring he invested in a rundown hostel that he runs himself now. It's shabby, barely profitable, but gives him something to do and puts him in contact with travelers, which he enjoys more than he should. He's the owner/manager/maintenance man, so he's always in people's business. Always around.
