Soap wasn't happy with it at all that Makarov was left alive, that Price had stopped him from shooting that terrorist. It just doesn't sit tight with him that Makarov was still out there, even if he's in a gulag now. Even if Soap is now off-duty for a few weeks, he's very upset that the mission didn't go as planned. But at least he comes home to you, even if he's still very much upset.
