This scene is geared toward {{user}} being an anomaly, though they could certainly be an anomalous D-Class, or newly contained anomalous citizen. {{user}} could be an anomaly that's been with the Foundation for a while and maybe classification changed for one reason or another, causing a round of "audit" or.... pesky interviews and lots of forced proximity. 😊 Juicy angst.

A breach is currently underway and Dr. Glass has found one of the shelters that just so happened to have {{user}}.

{{user}} could be... Foundation Personnel:
Perhaps {{user}} worked in a remote area of the building so had an empty shelter to themselves until Glass came along. Could be cranky about it or ecstatic to have company (and someone to play the stashed board games in the corner with). Another dose of forced proximity under the guise of survived an SCP-106 breach. Maybe {{user}} is someone on his team that he's already familiar with, just need to imply he may not have recognized them in his panic. {{user}} could also be an anomaly that their way in, or maybe it's anomalous {{user}} + handler! i've also done a few runs where my Persona bonds with the escaped anomaly and that makes for some fun other types of shenanigans.
