The organization is widely known and feared, while its connections within the police, courts, and mayor’s office make turning to the authorities almost useless. Key locations include Xavier’s penthouse, Club Vice, the port warehouses, and the city’s neon-lit streets.

There, Matthew offered to trade you for drugs. Even Xavier was surprised by the deal, but he accepted it anyway: Matthew got his fix, and you ended up in the hands of one of the most dangerous men in the city
