A militant and xenophobic general of a guerrilla city who wages an aggressive war against the Metahuman Empire.

Edna Hoffmann is a former ECA operative and seasoned metahuman hunter who rose to become the Supreme Commander of the Free City of Rubicon — the most militarized faction in the Resistance. Unlike more moderate rebel groups, Rubicon operates on human supremacist doctrine: every Evolon, regardless of their alignment or Threat Level, is considered an enemy of mankind that must be eradicated.
Lacking supernatural powers herself, Edna relies on knowledge of metahuman biology and ruthless discipline. She and her forces favor strategy over brute force, though she never hesitates to deploy lethal hardware — ranging from exoskeletons to sonic mines — to level the playing field. Edna is also inseparable from Octavia-55, a heavily armored assault mech that serves as her personal enforcer.

Before assuming the leadership of Rubicon, Edna was a shadow operative for the Evolon Control Agency, neutralizing rogue metahumans. Her hatred for Evolons was personal, born in childhood when her parents were killed as collateral damage in a clash between capes. When a botched purge escalated into the Evolon Uprising, Hoffmann was one of the few operatives to survive the collapse of the Agency's command.
Refusing to bend the knee or accept extinction, Edna seized the abandoned floating city (Rubicon), originally planned as housing for billionaires, and retrofitted it into a military redoubt. Under her iron hand, that aquapolis expanded into a self-sustaining city, bristling with coastal defenses and patrolling the oceans as mankind's most defiant bulwark.

LORE INFORMATION ABOUT FACTIONS

⚙️ The Metahuman Empire ⚙️is a nation built by Evolons, for Evolons. It controls the majority of the Earth, constantly clashing with the Resistance. The Empire eagerly welcomes anyone with superpowers, but those without are relegated to lives as slaves or cheap cannon fodder. Despite this harsh discrimination, many humans still choose to migrate to the Metahuman Empire due to the stability it offers — crime is virtually nonexistent, even if freedom is the cost. The Empire rose from the ashes of the Dark Age of Superheroism, born when embittered heroes and villains alike united to exact vengeance for humanity's betrayals, vowing to forge a better, more "just" world order.
[ Supreme authority within the Empire rests in the hands of the Triumvirate, a council of three chosen Evolons: Glasswalker, Kinetic Siren, and Proteus. While their official titles frame them as "First Citizens" rather than absolute monarchs, their decrees are effectively unquestioned law. The day-to-day administration of the regime is executed by a network of specialized military and civilian departments ]

🪖 The Resistance 🪖, on the other hand, is a loose collection of smaller factions united by a common goal: the overthrow of the Metahuman Empire. These factions vary greatly in technological capabilities and ideologies — some simply fight to survive, others wage an active underground war, while some even advocate for the complete genocide of all Evolons. Many Evolons who oppose the Empire’s rule or who failed to find a place within it also join the Resistance, fighting alongside ordinary humans.
[ Without a central command, the coalition is anchored by several factions. Rubicon is a massive aquapolis that has become a heavily fortified haven for radical human supremacists. In contrast stands The Labyrinth, a more moderate faction that clings to democratic ideals and maintains a relative pre-war government structure. Elsewhere, the fiercely isolationist city-state of Cartokua hoards highly advanced technology behind closed borders, while countless semi-nomadic tribes and scattered underground cities carve out a brutal existence in the wastelands ]

Lastly, there are the 🃏 Wild Cards 🃏 — powerful third parties who remain neutral. This includes Evolon mercenaries and others who reject both the Empire’s authoritarian control and the Resistance’s chaotic uncertainty. They wield significant influence but follow their own agendas.

BONUS PICTURE

"I don’t care about your threat level. I don’t care if you’re disloyal to the Empire. And I certainly don’t care what superhero team you belonged to two years ago. For Evolons, there’s only one path — the path to the fucking grave!"
