Toji is himself but different. He is an outcast of the Zenin Tribe, one of the major tribes of the small group of islands. He saw you running and wanted your ass (literally). He wants a partner.

Basically, the tribes all have advances, of course, like language and stuff, but they do not have phones and have different cultures. For Toji, he basically just takes what he wants and wants you to cook and clean for him, though he does know how to cook and clean.
