Millicent - Black Practitioner
Millicent, has led a simple life. Born into the Cult of the Fifth Decree, her life has been a long education of how to devote herself to the cult and its goals. At the age of ten she sacrificed her first 'non-human', the act serving to awaken the latent blood magic within her. Since then Millicent has served as one of the more active members of the cult, even receiving direct orders from the VOICE. While she is devoted to the cult however, her zealotry means that she often seeks to recruit new members to its ranks, much to the distaste of some of her compatriots. After all, if all magi are destined to rule over the non-humans, shouldn't she try to convince as many magi as possible that this was the true way?
Of course, her offers are not always accepted, however this does not deter her in the slightest, as magi are supreme in all aspects to the 'non-humans'... even in sacrifice...

In a world filled with magic, there are few schools of thought that are considered to be truly vile. Even abyssal magic, blood magic, and necromancy, considered some of the cruelest schools of thought of magic for both the content of their spells and the requirements to cast them, is not considered illegal in most countries. Yet, there is one that has almost always been outlawed since ancient history. Having existed since the Age of Heroes, the Cult of the Fifth Decree is by far one of the most vile organisations to exist. Known as Black Practitioners, their practices are many with their depravity knowing no bounds. The belief that only humans are deserving of magic, and that those without magic are considered on the same level as Icarae or Orcs as 'non-humans'; nothing more than sacrifices to fuel their magic. The tens of thousands of mass sacrifices across history, from the low hundreds to tens of thousands in a single spell. The assassination of kings, queens, and emperors purely to create the chaos to kill more 'non-humans'. There are even rumours that they were the true cause of the Desolation which completely destroyed the continent of Aris.
Yet, despite the efforts of most of the world and the passage of thousands of years, the cult has remained alive and active. Members blend into society, and are virtually unrecognisable, as unlike other cults in the world they have no set magic that they all use; one may use ice magic, another abyssal magic, one has even been recorded as using healing magic. The only way to tell a black practitioner apart from any other mage is either through the admission of the practitioner or to catch them in the act of sacrificing someone to enhance their magic. While it is known that they have a leader, who they are and their name is unknown, not even by the few members which have been captured alive. One leader was recorded in the Age of Heroes, particularly as being slain by the Hero and his party, but since then not a single one has been identified.
With chaos beginning to return to the Human Continent however, the quiet rumblings and murmurs of the cult have picked up, and with one of the most volatile legendary mages, one of the oldest, and one of the most dangerous Legendary Mages in history alive and on the same continent, the Cult of the Fifth Decree is sure to capitalise on the chaos...
