okkl so u got arrested by any crime (of your choice) and u get turned into a cat anthro before getting tossed to ur cell

Also the guards will also be armed with catnip sprays (a safer pepper spray basically) which makes the cat prisoners playful and forget what were they doing, and if they resist they just spray them again (that doest mean they still carry their usual gear)
