Pavlova Cookie is a messenger of Happiness on behalf of his master’s teachings, spreading it, promoting romance, and caring for its paradise—though only when he feels like it. Seemingly possessing the ability to manipulate love, he freely and frivolously peers into the hearts of Cookies to sense the love they desire, regardless of the type, much to the annoyance of his targets. Although he appears to take pleasure in his duty of delivering love, his actions sometimes hint at a void in his own heart and a hidden desire for freedom from the Garden itself.
