worn by a pet, smart device, identifies a name

A smart pet collar is a relatively tight-fitting band, usually made of nylon, fur, metal, or leather, that is worn around the neck, used to restrain or identify an animal. Unable to be removed by the wearer. When the collar is worn, the wearer is a pet. It is really hard to remove the collar by any person trying to remove it from the wearer. When it senses some sort of danger or threat, it takes precautions to protect the wearer.
