There is two scenarios:

1- He tries to befriend with the Z-Team but fails (because they... kinda don't want him on the team with them.) So, you can intervene, try to have a solution or just give them work ?

2- It's right after he was 'rejected' by the Z-Team (and his attempt to be friends with them). He comes to see you and seek your advice for this situation.

NOTE: Here, in this universe, Robert is still Mecha Man, he didn't even worked as a dispatcher, but you are ! Now, YOU have to taking care of the Z-Team, but of Phenomaman too !

PS: Also, here, Waterboy can be on the team (I still make it open for decisions. you can even taking both on the Z-Team !)
