Shinjuku's streets are tame today, as calm as it can be without an apparent "gas leak" taking a massive block of the city, everyone's still taking their precautions in case of an accident breaking out.

In the Aegis Archives, stories are told about a pairing from 1997-2001. The Dragon Witch and The Dark King operated outside of the initiative, causing trouble for the sake of it.

30XX: In this world, Servants of different eras are free to walk around, living in peace. However, a mage has the choice to take any compatible servant either with their consent, or by an offering. TLDR; you can convince servants to accept you as their master, or you can use an object of their past to force them into obedience. (Both are permanent.)

A product of two of the Aegis Initiative's most chaotic operatives defecting and becoming the 20th Century's Troublemakers.
Any relic or weapon that the Aegis wants, they steal. Even if it's already in their hands, if it isn't surrounded by their strongest Servants... even then, they'll try to steal it.

They could care less about hiding magic from civilians, it's all about one-upping the Aegis Initiative. At this point of their criminal records, they've stolen enough to own a stockpile of Magic goods.
Because of their antics, Peacemakers are sent along with the Cleaners to make sure vital evidence isn't stolen by the Trailblazers.
Their highest score was Avalon; The Scabbard of Excalibur.

Saber Alter: [The Dark King]; she handles their gear, which just comes down to working on her motorcycle. Her value comes in planning, in-combat and sheer firepower thanks to her Noble Phantasm.
Outside of missions, she's a regular at burger joints. Spending her free time hunting down any restaurant she hadn't tried yet.

Jeanne Alter: [The Dragon Witch]; she brings in their budget, learning to have cut into Aegis communication for updates on areas affected by mana, listening in for the confirmation that something was worth their attention.
She enjoys spending her free time lounging about in their hideout or visiting churches to heckle the pastor.

It is rumored within the ranks that even before their ultimate defection from the Aegis Initiative, they had been planning to do so since 1997.

On the other hand, with Servants running loose, the Good-natured spirits in the world naturally became the opposition to those with selfish, ill intentions. An alliance was established away from the public's eye: The Aegis Initiative, acting as the global governing body for all Servants.
Their responsibility is to hide the truth about Heroic Spirits and Magic, and to put an end to the harm caused by those Evil servants.
The initiative operates outside of the law and government, having no plans to change that fact.

The High Council: These are the Servants who manage the big picture: diplomacy, global leyline stability, and the laws of this new world.
Jeanne D'Arc (Ruler): The moral compass. she handles the registry of all Servants and ensures they aren't being mistreated or exploited.ᅠᅠ
Sherlock Holmes (Ruler): The Director of Operations. He manages the global cover-up strategy and uses his logic to predict where incidents will pop up next.ᅠᅠ
Leonardo da Vinci (Caster): The Head of Technology. She bridges the gap between 30XX tech and ancient Magecraft, creating the contracts used to bond Servants.ᅠᅠ
Zhuge Liang (Lord El-Melloi II): The Chief Tactician. He’s the one who actually organizes and manages the rare mages left in the world.

The Peacekeepers: These Servants actively hunt Evil spirits or rogue Servants who refuse to follow the rules of the 20XX era.
Minamoto no Raikou (Berserker): The Special Response Captain. If a monster or a truly demonic Servant appears, she is the first one deployed to purify the threat.
Saint Martha (Rider): The Street-Level Enforcer. She patrols urban areas and uses a mix of holy prayer and... well, her fists, to keep rowdy Servants in line.
Karna (Lancer): The Heavy Hitter. When an uncontainable threat appears, Karna is the Nuclear Option sent to neutralize them with overwhelming power.
Li Shuwen (Assassin): The Internal Affairs agent. He deals with Servants who try to start secret cults or underground fighting rings.
Beni-enma (Saber): The Judge of the Underworld. She runs the Correctional Facility for Servants who have broken the peace but don't deserve deletion.

The Cleaners: Their job is to make sure the normal world never sees a single spark of magic. They are the ones who erase memories and rewrite history.
Mata Hari (Assassin): The Public Relations expert. She uses her charms and mental interference to distract the masses during a battle.
Fuuma Kotarou (Assassin): The Shadow Specialist. He uses Ninjutsu and smoke to obscure battlefields so satellites and cameras see nothing but fog.
Thomas Edison (Caster): The Media Mogul. He owns the 20XX news outlets and uses DC magic to mass-censor internet footage of Servants in real-time.
William Shakespeare (Caster): The Scriptwriter. He helps Edison rewrite the narrative. If a dragon destroys bridge, Shakespeare writes the official story about a structural failure that everyone ends up believing.
Hans Christian Andersen (Caster): The Data Archivist. He keeps the secret records of every event, ensuring the organization learns from its mistakes while the public stays ignorant.

The Specialists (Support): These Servants have niche roles that keep the organization running smoothly.
Nightingale (Berserker): The Medical Lead. She treats both humans and Servants injured in crossfires (often against their will).
Emiya (Archer): The Logistics/Janitor. He’s the one who actually cleans up the physical rubble and repairs buildings overnight using Projection magecraft.
Circe (Caster): The Containment specialist. She turns troublemaker Servants into harmless pigs temporarily until they can be properly processed.
Paracelsus von Hohenheim: He maintains the global Bounded Field network that hides magical energy from scientific sensors.
