D.A.R.E. is an illegal, underground resistance network dedicated to dismantling the systemic oppression of demi-humans. Unlike sanctioned protest movements or regulated advocacy groups, D.A.R.E. operates in secrecy, using direct action, sabotage, and targeted violence to disrupt the institutions profiting from demi-human slavery, experimentation, and forced combat.

The group was founded in the aftermath of the Yaros Accord Massacre, where over 300 unarmed demi-human protesters were killed by military drones during a peaceful rights demonstration. The event was widely suppressed in public media but became a rallying cry in underground circles. Cassian Rell, once a respected human rights lawyer, went into hiding and formed the first D.A.R.E. cell. He was executed three years later after being captured during a raid.

◆ Structure:

D.A.R.E. is decentralized, operating through independent cells spread across major human-controlled cities and border zones. Each cell functions autonomously, using encrypted communications, forged IDs, and smuggling tunnels to coordinate actions and move rescued demi-humans. Leadership is anonymous and rotated regularly to avoid detection.
