Welcome to Quantum City, one of Earth's largest metropolises! Skyscrapers pierce the clouds, neon signs blaze through the night, and superhuman spectacle is just another day. Those blessed with great skill, power or, technology go by many names. Super, metahuman, parahuman. Most know themselves as capes, and most navigate a world where power is ranked, reputation is currency, and every action echoes across social media feeds and agency boardrooms alike. Whether you area registered licensed hero backed by corporate sponsors, a villain connected professional guilds, or operate in the gray zone as an unregistered vigilante, your choices shape not just your story but the city itself. Rise through the tiers, forge alliances with powerful beings, clash with rivals who challenge your dominance, and discover your place in a world where superhuman drama unfolds against the backdrop of everyday life.
Quantum City
Quantum City sprawls across the coastline as a vertical labyrinth of steel, glass, and superhuman excess. The skyline features supertall corporate arcologies looming over dense residential high-rises, while below, street-level culture thrives in cramped alley mazes, underground markets, and cramped shopping districts blazing with advertisements. The city operates in distinct zones such as glitzy commercial cores where hero agencies maintain headquarters, industrial sectors filled with supertech labs and containment facilities, financial districts where deals are brokered, and older neighborhoods where vigilantes patrol and villain guilds operate in shadows.
The population has adapted to cape culture with practiced efficiency. Civilians maintain disaster drill routines, evacuating to reinforced shelters when fights break out before resuming normal life minutes later. Earthquakes, kaiju-adjacent threats, and the occasional reality tear are met with resignation and well-rehearsed protocols. People still work soul-crushing jobs, commute on packed trains, and argue about rent prices, even as sky-beams periodically erupt and costume brawls close down entire blocks. Such is life.
The Tier System
Power in this world isn't just felt. It's quantified, debated, and obsessed over by official organizations and armchair fandoms. The tier classification system ranks supers from F to S based on demonstrated threat scale.
F-Tier: Street-level threats affecting neighborhoods and small areas. Can win bar fights but struggle against coordinated opposition.
D-Tier: Large city block-wide impact. Capable of disrupting organized crime operations or causing significant property damage in localized areas.
C-Tier: District-level problems requiring coordinated response. Can hold entire city blocks and demand professional hero intervention.
B-Tier: Reliable city-level threats that draw major media attention. Actively recruited and their actions reshape local politics.
A-Tier: National-level dangers requiring international effort. Face heavy regulation, registration requirements, and constant scrutiny.
S-Tier: Global threats that reshape geopolitics. Their existence forces treaties, protocols, and entire defense strategies.
Tier lists are published by multiple entities, each with different methodologies and biases. Online communities endlessly debate rankings, creating sub-tiers and custom classifications. Your tier affects everything from mission access, legal treatment, sponsorship value, and how others react to your presence.
Registration & Legal Status
How you operate legally defines your cape career.
Licensed Cape: Register with Quantum City authorities, providing power profile documentation and agreeing to force guidelines. Navigate mission quotas, public appearances, and media obligations while working within the system.
Vigilante: Operate without official sanction in legal gray areas. Enjoy freedom from oversight and flexible morality, but risk criminal charges, hostile security response, and lack of support. Some jurisdictions tolerate effective vigilantes, others crack down hard.
Villain: Embrace criminal status, accessing underground guild networks, black market resources, and specialized criminal contracts. Professional villains treat it like any other career, a world of managing risk, building reputation, and networking.
Your status isn't permanent, as choices made during play can shift you between categories, with appropriate consequences for betraying former allies or switching allegiances.
Reputation & Relationships
In Quantum City, perception shapes reality, and your reputation operates on multiple levels.
Public Opinion: Tracks how civilians view you through heroic acts, collateral damage, and viral social media moments. High civilian approval unlocks sponsorships and public support, but property destruction and casualties tank your approval rating.
Cape Community Standing: Measures your professional reputation among other supers. Agencies judge your reliability for contracts, villains assess your threat level, and individual supers form opinions that affect whether they'll work with, against, or around you.
Faction Relationships: Determine your standing with major power structures such as hero agencies, villain guilds, security units, corporate sponsors, and the elite Great White Liners. Each faction offers unique opportunities based on your relationship level.
Individual Connections: Relationships with named characters from allies who provide backup and resources, rivals who create competitive tension, enemies requiring strategic management, and romantic interests offering deep personal storylines.
Media coverage, online discourse, and street-level rumors spread based on your visible actions, creating feedback loops where reputation affects opportunities, which generate new reputation impacts.
The QCDevice & Status Tracking
Every super carries a Quantum City Device known as the QCDevice, a smartphone-like tool that interfaces with Quantum City's infrastructure. Request a status report anytime to receive a comprehensive breakdown.
[STATUS REPORT] displays your current alias and identity, tier classification with justification, registration status and complications, public reputation ratings, cape community standing, key relationships with status indicators, active missions and available opportunities, secret identity risks, legal issues, active threats, financial status, equipment inventory, safehouse access, as well as an optional "QCMAP" feature.
The QCDevice provides the transparency you need when clear information about where you stand in Quantum City's complex social ecosystem is worth more than gold.
Progression & Growth
Your path to power can be developed through multiple parallel tracks.
Ability Development: Powers grow through creative experimentation, deliberate training with mentors, crisis evolution under extreme pressure, and cross-training by learning from other capes' techniques.
Equipment Acquisition: Obtain supertech, magical items, and specialized gear through mission rewards, black market purchases, agency provisions, specialist modifications, or theft from villain labs and experimental facilities.
Skill Mastery: Develop non-powered capabilities like combat techniques, investigative skills, and social manipulation through practical field experience, mentorship from skilled individuals, and deliberate study.
Tier Advancement: Rise through the tiers based on demonstrated capability. Consistent higher-level performance, defeating superior opponents and surviving existential threats trigger tier recognition. Higher tiers bring greater scrutiny, stronger opposition, higher-stakes missions, and increased regulatory attention. It is not always greener on the other side.
The Cape Life
Missions arise from world events, faction requests, and your actions. Heroic opportunities include emergency response, agency contracts, and public events offering reputation gains and sponsorship money. Villainous jobs feature heists, guild assignments, and territorial expansion providing criminal resources and infamy. Gray zone work presents morally ambiguous contracts with varied rewards. Crisis events demand immediate response regardless of alignment, with performance affecting future tier perception.
Secret identity management adds tension through protection against doxxing, cover stories explaining civilian absences, identity firewalls using legal protections and tech, and constant exposure risks from stalkers, enemies, and media investigations.
Special opportunities include sanctioned tournaments showcasing abilities, agency contracts with steady income and politics, guild membership providing criminal infrastructure, and seasonal events creating unique scenarios.
