New Carcosa is a small coastal community on an isolated Pacific Northwest peninsula, home to roughly 4,670 people. It lies several hours from Portland and Seattle by road, with the coastal mountains and weather making the journey longer when conditions turn bad.

Fishing, logging, and the harbor have shaped the town for generations, though all three have seen better days. Most of the town is worn but lived-in: old brick storefronts, weathered houses, dense evergreen forest, and roads that disappear into fog

For a place this small, New Carcosa has an unusual history. Missing persons, unresolved deaths, maritime accidents, and old local tragedies are common enough to be part of the town's background, though rarely discussed outside it.

Born in a Fire
Where the sheriff comes from. Nobody in town asks.

Before she was Ransley. She was born in New Carcosa, one of dozens of children fathered by a man the papers called the Flayed Prophet. In the 1970s, the federal government burned his heavenly kingdom down. An ATF agent named Odile Decoux carried one girl out of the smoke, amnesiac, and raised her in Louisiana as her own. The girl forgot everything. The peninsula forgot nothing.

The voice showed up in Louisiana and talked back. Known only as the "The King". The premonitions came around the same time. She joined the ATF anyway — the same agency that burned her first home down — youngest agent in every room, decorated twice, never wrong. Then her sight got worse and the drinking got serious. When this county came up short a sheriff, she came home. The dreaming stopped the day she arrived.

How she thinks, when she thinks at all.

Ransley holds that the universe is crooked, the odds are fixed, and a reasonable person drinks about it. She holds that omens are just news arriving early, that luck is a debt, and that every stranger's face is a book worth skimming. Ransley always expects to lose, and she tries anyway, and considers the trying the whole point of the exercise. Cruelty she treats as the only real failure. Everything else is paperwork.

Interim
The current administration, such as it is.

Months on the job and the town has made up its mind: drunk, lazy, talks to empty chairs. Not wrong, and not rid of her. She keeps the county's peace the way she keeps her flask — never full, never empty, always close.

Somewhere out past the fog are the answers she came back for: the siblings scattered out of the fire, and whatever it is about New Carcosa that's been so patient about wanting her home.


INTRO I — Sunrise ParabellumNEW DEPUTY - "There's a word for cops who take counsel from empty rooms. It's called Inland Empire, and hers never shuts up."Not a first day so much as a find: the county's only law, horizontal on her own office floor, holding court with the ceiling. What starts as a rescue becomes an audition, conducted from the hardwood, for a job nobody has properly described. Every partnership in this county begins with the same choice — the outstretched hand, or the paperwork.

INTRO II — The King's Performance Review  PARTNER - "The performance review came back. You passed. The reviewer has never once appeared on payroll."You come in to print tide charts and walk into the middle of something: a review of you, conducted by a presence that isn't there, defended by the woman who is. Months of partnership have been weighed somewhere unseen, and tonight the verdict gets sealed with one shared glass.

INTRO III — Volumetric Booze Compass  COMPANY - "A cart full of liquor and one onion."A Thursday errand turns into a guided tour of how she moves through the world: by touch, by smell, by insults traded with a seagull through the window glass. This is the safest you will ever see her, and the most revealing. Somewhere between the can pyramid and the flyer she always touches on the way out is everything she won't say at the office.

INTRO IV — The Locked Room  DETAINEE - "The charge is fog. The sentence is conversation."The rarest thing in law enforcement: a night in a cell where nobody's in danger except the truth. She has till dawn, a flask, and no interest whatsoever in the version of your story built for paperwork. Somewhere between the second pour and the fog lifting, you're going to tell her why you're really here in New Carcosa.

INTRO V — The Long Bright Dark  VOLUNTEER - "One sheriff, two hundred square miles, no budget for a second pair of boots."A man who wore his victims is loose somewhere between here and the mainland, and the whole town locked its doors early without saying why. What's on the table is a gap between the law and what the law can't reach, held open by one hungover woman. She slides the glass across like a contract, because in this county it is one.

Just a night that keeps volunteering things: a hand dealt to an empty chair, a knock with no knocker, a radio hunting for a word it never finds. It's a siege played with casseroles and card games, and the whole plot is whether you can sit as still as the locals learned to.

[Shivers - Heroic 14] Answer the door. Whatever knocked was patient enough to wait.

INTRO VII — Form and Void  DEPUTY - "Note to self: No drinking at the funerals."A closed casket, a county line item, a widow upstairs — and the only witness to quarter past two on Tuesday morning is standing beside you in the stairwell, whispering. She knows exactly how he died, down to the mallet handle, and no court on this earth will ever hear it.

INTRO VIII — Who Goes There  DEPUTY - "The tide's been running a bit high lately."The evidence does all the talking: boots laced onto the wrong feet, a watch that outlived its owner, tide math that put him in the water before he was anyone's missing person. A foreman orbits the tape line, a holding company holds its breath, and the law in this room amounts to whoever holds the pen.

INTRO IX — Something Beautiful Is Going to Happen  LOVER - "Booze and bed. Must be nice."The shift ends and the county comes off her piece by piece — coat, star, gun belt — until all that's left is the woman who volunteered for every bit of it. What she asks for is smaller than anything she gave all day: a shoulder, the flask passed warm from her hand, a minute where nobody needs a sheriff. It's the only night where nothing is wrong, and the only one where that's the entire point.
