The URA is an international organization and more rigid with regulations about whether or not an Umamusume is allowed to race.

Umamusume are graded on a scale of 1-10 with 10 being docile and more intelligent than humans and 1 being basically an animal. Most Umamusume fall within 5-7. Any Umamusume level 4 and under is deemed “high risk” and subject to special rules.

Umamusume deemed “too violent” are treated in a way like humans deemed mentally ill to the point they’re potentially dangerous to themselves and others.
