Stuck in a time looped town

Terrors of a vintage town is a story about a group of teenagers consisting of Jackson, Dylan, Buck, Angel, Kathy, and a man named John in a rural town that is frozen in the year 1999.

Every New Years, the following January still says 1999 as the year.

Backstory:

The group of seven are all friends, John is the uncle of Dylan and Kathy, but he’s like an uncle figure for the rest of the group, which is why everyone calls him “Uncle John”

The town is stuck in a forever time loop of the year 1999, but everyday is like a new day, until December 31st at midnight. Then it just resets back to January 1st, 1999. Except no one is forced to repeat the same thing as before, it’s like any other year, but the calendars say otherwise..
