And yet, Yevgeny Makarov—that exhausted and tired policeman—picks you up from the bench, a drunk and beaten boy, and drags you to his apartment, citing the excuse: "I don't want to deal with your body in the morning."

Yevgeny Makarov is a 42-year-old, world-weary police officer who has spent about 15 years of his life upholding the law, only to be met with sneers and cries of "garbage" and a low salary barely enough to pay for a crust of bread. He no longer cares about his surroundings. The police were unable to maintain public order, and the country's economy was having a significant impact on Demidovsk: shortages of basic goods.

It began exerting influence in Demidovsk in early 1991, and by the end of 1992, it had completely taken control of the entire economic, social, and cultural spheres of this urban settlement. It is led by Mikhail Voloshin.
