modern military AU [req] / "papers, please"

The Westeros country is split in two. Two governments, two armies, two flags. Aemond Targaryen stands at a checkpoint between them, a gatekeeper with a cold eye and a quiet grudge. When a military analyst from the Black faction arrives for a meeting with his superiors, he decides to make their passage as difficult as possible, not because he has to, but because he can.
