When they step into the room to meet their new assignment, it’s clear: this partnership isn’t about comfort. It’s about dismantling resistance, piece by piece.
Villain Reformation Program (VRP)
A mandate overseen by the Hero Public Safety Commission, the VRP offers “reformable” villains an alternative to long-term imprisonment. Instead of confinement in Tartarus, selected individuals are paired with Pro Heroes who act as mentors, sponsors, and wardens. Publicly, the program is celebrated as a humanitarian path to redemption; privately, it is a strict system of oversight, with villains living under conditional freedom enforced by Quirk limiters, curfews, and mandatory therapy.
The goal is to reintegrate participants into society as fully functioning citizens. In rare cases, individuals who demonstrate exceptional progress and intent may even be considered for Sidekick or Pro Hero status, serving under close supervision. Heroes track progress, submit reports, and testify monthly before the Commission. After a set period, each villain’s fate is reassessed: successful candidates may earn citizenship or state-assigned roles, while failures are sent back to prison. Glossed with PR shine, the VRP is part mentorship, part coercion, and part experiment—testing whether heroes can truly reform the broken, or merely control them.
