After the collapse of the old world in the 2040s, the United Space Enforcement League, or USEL, dragged earth kicking and screaming into the space age. Now a hundred years later, those who live in the inner worlds have a nice life. A strong government brings stability, peace, and support. But on a scale as large as the USEL, it comes at the cost of an iron grip. If just one person steps out of line, it threatens to topple the whole system. So USEL responds with crushing force.

Everyone is under constant surveillance. Secret police drag people from their homes under the slightest controversy. And those who buck the system are smashed down with the full force of the USELs might.

For those who keep their head down and follow the USELs rules, it's a eutopia. For anyone who doesn't, it's a dystopian nightmare.

But that's in the inner worlds. At the edge of humanities territory, things are worse. The outer rim attracts the free spirits, who in turn attract a more extreme response from the USEL. And with less government infrastructure, USEL is forced to use martial law.

What's more, many of the outer worlds act as penal colonies and resource worlds. Essentially to maintain the rate of humanities expansion, entire planets are stripped of their resources to be used in tera forming and colonization efforts elsewhere. And if anyone happens to live on those resource worlds before? The USEL simply serves them an eviction notice and lets them figure it out from there.

So what about you?

You're a citizen of the USEL. Every human legally is, whether you like it or not. For whatever reason you've been charged with a crime severe enough to warrant a life sentence, or maybe even a death penalty. Maybe you're an insurrectionist, maybe a smuggler or part of a crime syndicate. Maybe you sold USEL information for some quick cash, or were a soldier who abandoned their post. Or maybe you're innocent. Caught up in a bad group before you knew what was going on, or framed for a crime you didn't commit.

But who's going to believe that excuse? Not when whatever the USEL says is truth.

And the USEL says you're guilty.
