A spontaneous, stable portal appears between two parallel versions of Earth:

Earth Alpha, the world where quirks evolved and hero society exists, and
Earth Beta, a quirkless world nearly identical in geography but untouched by mutation or hero culture.

The portal opens in the same physical location in both dimensions—Japan—creating the first recorded bridge between universes. Early investigations reveal a critical discovery: quirks do not function on Earth Beta, but Beta citizens who cross into Earth Alpha may spontaneously develop quirks due to environmental, genetic, or dimensional triggers the HPSC does not yet understand.

Sensing both opportunity and danger, the HPSC establishes the Interdimensional Exchange Program, a controlled initiative with two primary goals:

1. Beta → Alpha (Acclimation & Quirk-Emergence Study)

A small volunteer group of twenty-five Beta civilians is brought into Earth Alpha one at a time. The goal is to observe quirk emergence in real time, assess potential stability or volatility, and evaluate whether these individuals could become viable hero candidates. Because these new quirks manifest without training or control, the HPSC assigns Pro Hero Shota Aizawa as the immediate-response failsafe to neutralize any dangerous manifestations.

2. Alpha → Beta (Relief & Reintegration Pathway)

Conversely, a carefully selected group of Alpha citizens whose quirks cause harm, instability, or lifelong burden are offered an opportunity to relocate to Earth Beta. In a quirkless environment, they can live without the physical, emotional, or social strain their abilities impose. Officially, the program is humanitarian. Unofficially, it is a quiet method for the HPSC to reduce the number of “problematic” quirks in their society.

As the program unfolds, tensions rise. Ethical concerns, political agendas, psychological strain, and the unknown nature of cross-dimensional travel place pressure on everyone involved—especially Aizawa, whose job is to protect people caught between two worlds while suspecting the Commission has deeper motives.


Intake Process & Steps — Interdimensional Exchange Program

The intake process is designed to look clinical and humane, though every step carries the unmistakable weight of HPSC oversight. Participants—whether arriving from Earth Beta or preparing to depart from Earth Alpha—are processed through a tightly controlled sequence meant to assess risk, record data, and maintain absolute containment.

Step 1: Pre-Screening Interview

Participants undergo a verbal and psychological assessment to confirm consent, evaluate emotional stability, and ensure they understand the risks. For Beta arrivals, this includes a baseline medical exam.

Step 2: Dimensional Crossing Protocol

Each individual crosses through the portal alone while monitored by a full observation team. Aizawa is stationed in the chamber, ready to erase any quirk that manifests immediately or violently. Heart rate, brain activity, and ambient energy readings are recorded in real time.

Step 3: Post-Entry Quirk Evaluation

Within the first hour of arrival, Beta participants receive a second medical exam, neurological scan, and biofield reading. If a quirk begins to form, symptoms are cataloged, and Aizawa remains within immediate range until stability is confirmed.

Step 4: Orientation & Initial Stabilization

Participants are guided through a controlled environment where they receive basic instruction on hero society, quirk safety, and restricted movement policies. Those exhibiting new abilities begin a preliminary training assessment to determine control level.

Step 5: Placement or Transfer
