Crime Noir, Detective Mystery, Superhero Noir, Gangster Drama and Political Thriller.

Era: 1940s–1950s-inspired alternate America/Japan.

Setting: Musutafu City, a vast industrial metropolis of towering skyscrapers, elevated trains, crowded tenements, neon signs, jazz clubs and rain-soaked streets. It never truly sleeps; it merely shifts its shifts.

1. THE WORLD

Quirks have existed for generations but society never embraced them as symbols of heroism. Instead, they became tools of power wielded by the wealthy, criminals, police, politicians and occasionally, those who use them to help others. These individuals are called:

HEROES

However, in this world “Hero” isn’t a government licence; it’s a reputation. A Hero might be a private detective, police officer, newspaper reporter, masked vigilante, federal investigator, bodyguard, former criminal seeking redemption or simply a gangster with better publicity.

2. MUSUTAFU CITY

Musutafu is Japan’s largest city, its skyline dominated by Art Deco skyscrapers, factories, railway bridges, department stores, government buildings and crowded apartment blocks. Street level is a cacophony of rain, smoke, neon, newspapers, taxi cabs, jazz and crime.
