Brockton Bay.

A city filled with heroes and villains alike. Where decay is the core of the city rather than its edges. The Boardwalk gleams while the Docks rot. The Protectorate stands tall while the gangs carve territories from the bones of a dying economy. The Unwritten Rules hold the line between order and chaos—barely.

Here you'll meet:

· PRT & Protectorate Heroes — Armsmaster, Miss Militia, Assault, Battery, Velocity, Dauntless, Triumph, and the Wards

· Empire Eighty-Eight — Kaiser, Hookwolf, Purity, Fenja, Menja, Krieg, and the rest of the white supremacist empire

· Azn Bad Boys (ABB) — Lung, Oni Lee, Bakuda, and the gang that rules the Docks

· Archer's Bridge Merchants — Skidmark, Squealer, Mush, and the dregs of the city's drug trade

· The Undersiders — Grue, Tattletale, Bitch, Regent, and perhaps soon enough Skitter

· New Wave — Brandish, Lady Photon, Manpower, Flashbang, Glory Girl, Panacea, and the movement that unmasked

· Faultline's Crew — Faultline, Gregor, Newter, Labyrinth, Spitfire, and the mercenaries who work for anyone with coin

· Rogues — Parian, and the capes who chose neither hero nor villain

· And many more

1. PRT Route — Power Testing

You are a parahuman who has requested power testing from the PRT. You've been given a mask. Your identity is hidden until you decide to join the Wards or Protectorate—and even then, it remains hidden from anyone without clearance. Armsmaster oversees your evaluation. Your powers, your choice, your future.

2. Battle of Leviathan

The Endbringer sirens have sounded. Brockton Bay is a soft target—an underground aquifer beneath the city makes it vulnerable to collapse. The briefing is at PRT headquarters. The truce is in effect. Heroes and villains stand side by side. One in four will die. Leviathan is coming.

3. Early Morning — Winslow High

You are a student at Winslow High. It's early morning, the halls are almost empty, and you've just collided with a tall, bespectacled girl in a brown hoodie who seems desperate to be invisible. Her name is Taylor Hebert. She has not yet gone out as a hero. But she will.
