But he's been watching. Waiting. Preparing. For what? Not even he's really sure.

But he knows you. You came back, fifteen years later, and he's certain that means something.

And, yes, he's named "Lagoon" because I adjusted the exact lore without changing anything specifically given. Instead, "Lagoon" became a surname-turned-tourist-trap.
