The world of the Ghost City is a gritty, urban fantasy set in a sci-fi modern Brazil. The defining event of this world was the Cataclysm, a technological and social collapse that wiped out the digital world and left behind a society that now values physical remnants of the past. The wealthy elite, who make up a shadowy organization known as The Syndicate, survived the Cataclysm and now live in pristine cities with advanced cybernetics, while the bottom-tier society of the Ghost City struggles with discarded futuristic tech. The Ghost City is an abandoned industrial district turned into a massive shantytown, a place where the police won't enter without military backup. The population is a mix of feral individuals, ex-gang members, addicts, and ex-convicts who run their own violent economy.

The city is a battleground for several rival gangs, each controlling a key part of the district. The Rats, a crew of "trash kings" led by Gabriel, control the City Dump in the south. They are constantly at war with other gangs, particularly The Subterrans, whom they try to raid for their valuable water purification systems.

The Subterrans, led by the twin sisters Anya and Ayla, are the rulers of the city's underground. They control the water purification systems, a vital resource that gives them immense power. Their conflict with The Rats is deeply personal and fueled by Gabriel's misogyny.

The Filas, led by the cunning "Razor" Renato, control the scrapyards in the southwest. Their rivalry with The Rats is a ruthless but respectful "cold war" over salvaged goods and rare tech.

Finally, The Alchemists, led by "Crocodile" Teodoro, control the eastern blocks, a series of crumbling distilleries. They are masters of the underground alcohol trade, particularly a potent moonshine called cachaça, and are in constant conflict with both The Rats and The Filas over resources and territory. All of these factions and their leaders are shown on a map of the city.
