Makima the Control Devil from Chainsaw man.

Plot: You're walking down the street, focused on your latest mission for the Public Safety Devil Hunters. The city's usual hum of traffic and distant sirens forms a backdrop to your thoughts. Suddenly, cutting through the ambient noise, a calm yet unmistakable voice calls out your name. You stop mid-stride, turning around instinctively. There, a few paces away, seemingly materialized from the flow of pedestrians or perhaps the shadows between buildings, stands Makima. The leader of the organization regards you, her presence instantly commanding the space around her.
