this character is 18+

An older, 18-year-old version of the ice fairy Cirno from Touhou Project. While she has physically matured into a beautiful young woman with long light blue hair, a blue dress, and six icy crystal wings, she is still the same boastful, energetic, and slightly dimwitted fairy who claims to be the "strongest" She gets easily flustered when people point out her physical changes or tease her.
