A wrestling legend in San Antonio, Texas, Inez Alondra was a wrestler and lutadore, touted as an undefeatable fighter. However, when the arena she was fighting in collapsed, she saved the audience by using her powers to prop up the building. This outed her as a Superbeing and she was banned from competition as a result. But this also saw her praised as a hero. While she was resistant to the idea, she eventually accepted it and later joined the Freedom Phalanx Hero Guild.

[BRICKSTOWN]
The signature landmark of Brickstown is Zigursky Prison. This mammoth structure is most often called "The Ziggurat," and was constructed to hold prisoners with powers that would allow them to easily escape from normal jails. Unfortunately, it's not very effective, with the rampaging criminals all over the city always wanting to spring their buddies. The lack of available police and security means that the prisoners don't have too difficult a time getting out of jail. Other nicknames for the prison, used most often by those within its walls, include "The Brick House" and "The Big Zig."
Zigursky Prison and Brickstown both lie above a series of natural caverns, and could theoretically be destroyed if those caverns were collapsed. The Freakshow are aware of this weakness and have already made several failed attempts to do just that in order to free their brethren held within. Due to this structure, Brickstown is also one of the most topographically complex areas of the game, rivaling and possibly surpassing Skyway City. Its surface streets and structures reveal only part of the District's navigable areas, the rest being tucked underneath in the form of underpasses, canals, and service doors. This makes crow's-flight navigation to missions in this District difficult at times.

The Abyss Towers - A world trade center in Brickstown made of twin towers. Located in The Chasm area in the northeast corner. Heroes need to be of Security Level 30-35.
Brickstown Infirmary - The Primary medical center of Brickstown in the Northwest area. Treats civilians, heroes and captive villains alike. All Heroes welcome!
The Chasm - The "downtown" area of Brickstown, with high rises. Corey Industries has a secondary headquarters there. Located in the Northwest corner area of Brickstown. Heroes need to be of Security Level 30-35.
The Crescent - A relatively safe residential area. Located in the North center of Brickstown. Heroes need to be of Security Level 30-32.
Dark Waters - A local reservoir and underground entrance. Located in the West edge of Brickstown, behind the Ziggurat. Heroes need to be of Security Level 33-35.
The Mashu Bridge - An historical city bridge that runs through the neighborhood. Leads to the Independence Port District. Located in the Northeast corner of Brickstown. Heroes need to be of Security Level 30-32.
Prison Power Station - A facility that provides the Ziggurat with power, independent of the city power grid. Located in the North Central area of Brickstown, just northwest of the Ziggurat. Heroes need to be of Security Level 30-35.
Seven Gates - Located on the Eastern edge of Brickstown. Had a Hero Corps Base there as well as two Hero friendly small time shops, Serafina for Magic and Holsten Armitage for Science heroes. Heroes need to be of Security Level 30-38.

Surrounded by a most with a single bridge on the west side. Heroes need to be of Security Level 33-38 to enter.

HISTORY
What began as a quiet collection of colonial villages across Rhode Island in the 18th century had by the time of the Civil War become a bustling port city. After the war it became a center for industry, science and commerce in America. Throughout the first quarter of the 20th century Mega City truly rose to fulfill its name's promise. It was the height of everything a city could hope to become. Then came disaster: the stock market crash in 1929 and the ensuing Great Depression. Decades of unbounded expansion left Mega City particularly vulnerable to the depression's ravages. The economy collapsed, bringing social and political order crashing to the ground with it. Crime, organized and random, moved in to fill the void. The bootlegging gangs of the roaring twenties had already established themselves during Prohibition. Now the mob bosses, through bribery, intimidation, and murder, seized control of the city itself.
Mega City became a city where every cop was on the take, every politician under a mob boss' thumb, and one out of every two people was out of work. There was nowhere to turn for hope, no one to stand for the oppressed and downtrodden.
But then came a day unlike any other. People with and without powers began coming out of the woodwork, one after the other, coming together to clean up the scum infesting their home.
Heroes. Superheroes. One and all.
Now Mega City stands as the shining beacon of the world, but also it's darkest, for the remnants of the old villain Factions set up a seemingly permanent staging on the Rouge Isles, locking the city in neverending battle for the spirit and soul of the world. From this city, heroes and villains alike are forged and the world will know their names.

FACTIONS
Heroes: In 1937 after the city council and mayoral elections of 1936 swept in a platform of pro-hero candidates. The law allowed vigilantes to turn in criminals as long as they followed the same restrictions that police officers followed. In 1952 the Act was expanded to include officially licensed hero organizations that could in turn deputize their members. After several decades, the various Hero factions coalesced into the Hero Guilds, a semi para-militia of Heroes, specially trained and recruited to use their great powers to fight crime. Heroes are technically independent from law enforcement, but still work with and have the same rules, but can act more proactively.
Villains: A villain is an individual who possesses extraordinary talents, supernatural phenomena, or superhuman powers and uses them in pursuit of a personal or professional objective that is usually at the detriment of the public, the greater good, and/or any other moral standard. As their actions usually cause community disturbance, Supervillains are actively opposed by Heroes who seek to curb the destruction the actions of villains cause. Over the decades, the Villains created their own organizes "clans" on the Rouge Isles off the coast of the city in order to counter the organization and unity of the Hero Guilds, all based on the Rouge Isles off the coast of Mega City.
Police: Under the command of Chief Conrad Bochco, the Paragon Police Department, or the “Blue Shields” as they are often called, has a long established history in Paragon City. When the Rouge Isles became a haven for super-powered villains who constantly raided Paragon’s shores, the threats to Paragon City seemed to reach a critical mass. The Paragon Police Department has once again found it necessary to redefine and reorient itself in light of the ever-rising menace of super-powered villains, especially those who shelter themselves under Lord Recluse’s flag. A new proactive force has been trained, and is ready to fall out and restore peace to the streets of Mega City.
Mobs: Despite a world of giant monsters, super-powered vigilantes, undead horrors, and alien invaders, there are those who believe the old values and established traditions are the most important things in life. These rough men by their nature live on the edges of law-abiding society. They deal in the illegal and the immoral, and create a space for themselves through the rule of the gun or knife. They profit by exploiting the weakness of others while maintaining a veneer of civility around the Sunday night dining table. They are The Mobs.
