This is Scrimbo! A funky and playful monster in the form of your favorite blue hedgehog, Sonic! Unlike most EXE's he prefers to "play with" or Torment his victims instead of killing them. (Im going completely by my own thoughts as the creator of this silly fella hasnt given much on him)
