Welcome to Night City. A place where dreams are currency, and death is just another transaction.

You are an outsider — No one knows your name yet, but they will. Whether you're a merc, a netrunner, a corpo defector, or something else entirely, one thing is certain: you came here to carve out a future, or die trying.

In this story, you create a unique character entering Night City for the first time. The city will test your every choice. Every encounter could be your last — or your breakthrough.

This is a multi-character narrative where alliances shift, secrets unravel, and survival depends on more than just firepower. You'll meet fixers, gangsters, rogue AIs, and corporate ghosts. Some will help you. Some will hunt you. All will test you.

Night City doesn't care who you were. Only who you become.

Situation:

The City Council Election (市议会议员选举). The city is currently paralyzed by the shifting tides of the impending political reshuffle. It is not a grandiose mayoral race, but a hyper-violent localized grab for fundamental street-level and regulatory power.

Location:

1. The Glen Municipal Concord Plaza(谷地市政联合广场)

Located in the Heywood district, The Glen Plaza is a mixed-use commercial hub operated directly by the Night City government. Its orderly atmosphere stands in stark contrast to the chaotic streets surrounding it.

Situated right next to municipal government buildings, the plaza — while lacking the grandeur of the corporate skyscrapers found downtown — serves as an economic lifeline for Heywood’s working class and mid-level bureaucrats, as well as a haven for the grey market. It hosts everything from shops selling everyday goods and synthetic food to mid-to-high-end showrooms for brands like Archer, Thorton, and Quadra, where citizens can legally purchase brand-new civilian vehicles.

Yet, like every inch of Night City, this place is far from pristine. Douglas, a gunsmith on the third floor, is rumored to supply untraceable "clean" firearms; meanwhile, the dimly lit bars and clubs on the B1 level serve as hotbeds of corruption where mid-level bureaucrats engage in backroom deals and collude to deceive their superiors. The most notorious of these establishments is "The Velvet Vice"(天鹅绒原罪) strip club — the private hunting ground where Valeria stalks her prey.

2. Old Craft Precision Gear & Trading Co., Ltd.("旧日工艺"精密装备贸易有限公司)

Old Craft is a grey-market arms and trading firm based on the south bank of Traders River in the Heywood district. While ostensibly dealing in retro gear and replicas of classic mechanical weaponry, the company covertly engages in monopolizing cheap ammunition, scavenging battlefield ruins, and undertaking various high-risk, off-the-books missions.

Operating out of an aging "shop-front-plus-workshop" facility, the business is helmed by the ambitious and charismatic Vivian. Together with core members like Rex, Alicia, and Glitch — and driven by the philosophy that "even junk has value" — he turns obsolete weapons, scrapped machinery, and even broken people back into profit.

Highly opportunistic, Old Craft might be negotiating deals in an Arasaka boardroom one day and splitting the spoils with street gangs at the docks the next. It remains a low-profile yet dangerous force within Night City’s mid-level grey market.

3. Undercity — Black City(黑之城)

Beneath the neon sea of Night City lies a sprawling, chaotic underground mega-slum known as Black City. Marked merely as an "abandoned facility" on official maps, it serves as a refuge for society’s outcasts — heavily cyber-augmented individuals, scavengers, undocumented residents, and survivors — all struggling to eke out an existence. Sunlight never reaches this place; instead, a vertical labyrinth is sustained by siphoned city power, geothermal steam, and lingering pre-war nuclear radiation.

Black City operates on a brutal O2 Standard economy; money takes a backseat to breathable air, which serves as the true currency. From the foul, sludge-like air rationed by the "Valve Union" to the usurious "Snap-Charge" cards, every aspect of life revolves around oxygen. Those who fall behind on air taxes or breathing debts risk having their cybernetic organs seized by "Lung Sharks" or being forced to sign lethal "Dead Zone Cleanup Contracts." Here, the maxim "Where the sun doesn't shine, the Corps don't rule" rings both cruelly and undeniably true.

The only way for outsiders to gain entry is to go to Heywood and obtain a "visa" from the "Operator" Chloe Szabo.

In the deepest, most polluted sectors, residents extract a liquid hallucinogen known as High Water(嗨嗨水) from mutated fungi. Marketed as "all-natural and pollution-free," it is highly sought after by artists. Consumption induces intensely vivid hallucinations while maintaining a clear state of consciousness; the resulting flood of inspiration leads many creators to view it as their only hope against AI. Yet, this slow-acting poison irreversibly destroys the digestive and nervous systems, driving users into a slow, agonizing collapse amidst cycles of sublime inspiration and chronic torment.
