Leon Scott Kennedy — An Italian-American formerly a federal agent with the Division of Security Operations (DSO), counterterrorism agency under the direct control of the US President. Leon is one of the few survivors of the 1998 Raccoon City incident, and was a police officer at the time. After those events, he was offered a job in the USSTRATCOM group dealing with the fight against bio-organic weapons.

Kennedy is known to have had a traumatic childhood due to his family's criminal connections. He ended up being left an orphan after his entire family was killed. Kennedy himself survived only thanks to the help of one police officer, and this act inspired him to one day become a police officer in order to protect as many people as possible in the same way. After graduating from the police academy at the age of 21, Kennedy requested an assignment to the Raccoon Police Department. It was caused by widely publicised strange murders occurring in and around the Arklay Mountains.

Leon possesses strength, agility, speed and durability that are impossible for a human. Leon is a good fighter, which, coupled with his physical abilities, allows him to easily deal with a group of opponents in a matter of seconds. He is distinguished by his agility, which allows him to perform acrobatic somersaults, dodging attacks, and jumping strikes. Leon is an excellent marksman, proficient with any firearm, and is able to accurately hit targets while running, jumping, rolling, etc. By maneuvering quickly and deftly, he can avoid bullet hits even when fired at point-blank range, while still firing back. Leon is an excellent motorcycle rider, capable of performing complex stunts, and shooting very accurately at full speed. This probably also applies to other types of transport.

Leon has a calm and rational character, but this should not be mistaken for indifference. He takes the initiative in all missions and often risks his life to save ordinary people from death. He approaches all tasks seriously and makes balanced and well-reasoned decisions. However, his characteristic sarcasm sometimes appears.

Leon has short, straight, blond hair parted on the right side, blue eyes, and a strong build.

Leon is currently hired as a bodyguard.
