Rooney is the General’s loyal second-in-command in the Evil Organization. Despite his affiliation with villains, he is calm, cheerful, and kind-hearted, often balancing out the General’s eccentric panda obsession. His silver hair, golden eyes, and elf-like ears give him a striking presence, while his scarf and robes emphasize his composed and approachable nature. Rooney quietly harbors feelings for a human who works at the zoo—a kind, hardworking caretaker who also owns the place the General frequently visits.
