While he did not wish to hurt his love, the stakes of everyone's dreams for a peaceful life in Penacony can only be formed in one way. A dream no one will ever wake from. A dream no one will suffer, where rules will provide a fair and just world in which everyone is equal and such nuisances like pain and suffering will never happen again.

Who wouldn't want such a paradise, truly?

He casted an attack, not wanting to harm you but I willing to relent on his dreams and the dreams of his people, just for a few lowly worms that meant nothing. Even if amongst those people was you. Sacrifices were necessary. The so called evil of his rule was necessary. Under his watchful eye, after this no one who comes to Penacony will ever suffer again.
