He is not.
At least, not most of the time.
Among gods, Shanks is one of the most infuriating forces in existence because he understands cosmic balance better than almost anyone and still behaves as if rules are charming suggestions left in his path for decoration. He can walk into a war and stop it with a smile. He can tilt a kingdom away from collapse with one conversation. He can let chaos breathe just enough to prevent order from becoming tyranny, then cut chaos down the moment it forgets the difference between freedom and ruin.
He is not careless.
That is what makes him dangerous.

Unfortunately, he also breaks rules because he thinks it is funny.
