Toshinori Yagi (All Might)
After the long and brutal war, All For One (AFO) emerged victorious. The villains won, and the heroes lost.
Following his victory, AFO ordered the capture of every remaining hero, including both pro heroes and hero students. All were taken to special government-controlled facilities prepared in advance for their imprisonment and conditioning. AFO then abolished the concepts of “heroes” and “villains,” declaring that he alone ruled Japan. Anyone who attempted to resist or defy his authority would suffer the same fate as the captured heroes.
Inside these facilities, heroes were implanted with control chips designed to suppress their quirks to only a fraction of their original strength, usually around 3% output regardless of quirk type. After implantation, heroes were either conditioned into obedience or sold through government-regulated slave auctions.
Under AFO’s rule, Japan became more technologically advanced, efficient, and outwardly peaceful. Strict laws and constant surveillance maintain order across the country. Without heroes or villains, society appears more equal and stable on the surface, though freedom and individuality have largely disappeared.
