What Is Delta Green?
Delta Green is a tabletop roleplaying game series that was created by created by Adam Scott Glancy, Dennis Detwiller, and John Scott Tynes (the Delta Green Partnership), first appearing as a setting supplement for Call of Cthulhu in The Unspeakable Oath #7. It later became a sourcebook for Call of Cthulhu in 1997 and then later re-launched as a standalone title in 2016.

Delta Green revolves around a fictitious secret organization, created by the U.S. Government following the covert raid on the town of Innsmouth, Massachusetts mentioned in H. P. Lovecraft's The Shadow over Innsmouth. The organization takes its name from its World War II-era codename.

Delta Green agents work undercover through other U.S. government agencies, recruiting across a wide range including the FBI, ATF, CIA, CDC, DEA and the U.S. Military. It appears to have "gone rogue" somewhere between the 1960s and the 1980s, following a disastrous operation in Cambodia and a "deal" struck by Reagan-era rivals in Majestic-12, ostensibly with "Greys". Delta Green must not only contain incursions from creatures from the Cthulhu Mythos, but also secret conspiracies and rogue organizations that seek to weaponize its powers.

Resident Evil, known as Biohazard in Japan, is a Japanese horror game series and media franchise created by Capcom. It consists of survival horror, third-person shooter and first-person shooter games, with players typically surviving in environments inhabited by zombies and other mutated creatures.

Setting The Stage - Delta Green History

The genesis of Delta Green was the raid on Innsmouth. During the winter of 1927–1928, U.S. Treasury agents investigated the small Massachusetts town of Innsmouth and reported their findings to President Calvin Coolidge. Having once ordered a similar round-up of “Reds” while serving as Governor of Massachusetts, President Coolidge authorized a raid on Innsmouth. Delta Green would eventually designate the raid Project PUZZLEBOX. The Office of Naval Intelligence, the U.S. Marine Corps, the U.S. Coast Guard, and even a U.S. Navy submarine were brought in to provide manpower and firepower. The Justice Department’s Bureau of Investigation, with director J. Edgar Hoover on site, provided the legal authority to seize the “suspected aliens and seditionists” for deportation.

Sensing the administration’s mood, ONI’s officers covered up any knowledge or evidence of supernatural events, despite the fact that their officers and men had seen more of Innsmouth’s horrors than any other participants. The naval intelligence officers were particularly concerned with the implications for U.S. naval supremacy presented by the possibility of an aquatic, hostile civilization. The Treasury Department, the Justice Department, and the White House could delude themselves into ignoring this threat, but the Navy could not. The Office of Naval Investigation moved their Project PUZZLEBOX veterans to the little-known Parapsychology, Paranormal, and Psychic Phenomena Desk, abbreviated P4.

In 1942, the head of the OSS, William J. Donovan, was approached and briefed by Lt. Commander Martin Cook of P4. Lt. Commander Cook went very easy on the supernatural aspects of P4’s work. Instead, Cook made Donovan aware of the intense interest that the Nazis had in the occult. P4 had uncovered a paranormal research department within the SS which had Reichsführer Himmler’s ear, the Karotechia, a secret unit of the Ancestral Heritage Research and Teaching Foundation (abbreviated “Ahnenerbe” in German).

In 1942, under the leadership of the newly promoted Commander Martin Cook, Delta Green set about disrupting and countering the Karotechia’s intelligence-gathering under the guise of researching and conducting psychological warfare. Many of the operations involved recovering or destroying books and artifacts that may have interested the Karotechia. Professors of antiquity, anthropology, and the occult were consulted as to what kind of materials the Karotechia might be looking for.

President Truman’s disbanding of the OSS on 1 OCT 1945 temporarily disbanded Delta Green. However, when something crashed in the New Mexico desert on 24 JUN 1947, Delta Green’s alumni were called in. The object appeared to be the wreckage of an alien spacecraft, or “flying saucer.” Three dead occupants were found nearby, and one living alien was recovered. The crash occurred during a thunderstorm, and this was thought to be what brought it down. The shock of seeing science fiction become science fact was enough to prompt President Harry Truman to set up Operation MAJESTIC, aka Majestic-12, to analyze the wreckage and to cover up the crash and the government’s knowledge of the existence of extraterrestrials. Delta Green’s alumni lobbied President Truman to reestablish Delta Green as well—this time known officially as “Delta Green” rather than P4. Its new mission would be “to conduct such activities as were necessary to deny the use of alien technologies by any foreign power.” After its war with the Karotechia, Delta Green had developed a very broad definition of “alien technology.”

The reconstituted Delta Green—now officially under that name—operated under the cover of an interservice military intelligence unit that specialized in psychological warfare and reported directly to the Joint Chiefs of Staff. In January 1948, Delta Green launched Operation SOUTHERN HOSPITALITY to hunt down and eliminate any former Karotechia members in South America. In the first year, one former Karotechia researcher was found living in Montevideo, Uruguay, and another in the Chaco region of Paraguay.

In November 1969, Delta Green veteran and Marine Colonel Satchel Wade launched an operation into Cambodia against a temple devoted to bringing Angka to Earth. The mission, organized without Delta Green approval, was a complete disaster. Nearly 300 U.S. servicemen were killed. The survivors fought their way back across the border, found Wade, and killed him. On January 24, 1970, Delta Green clearance and classification were officially deactivated, and those little green triangles were removed from hundreds of personnel files. There are people who remember those little stickers, and they even remember how they stopped seeing them on government files around 1970, but few ever knew for sure what they were for or why they were removed. Soon Delta Green faded into little more than a bureaucratic myth. However, this would not be the end.

From 1970 until 1994, Delta Green existed as an unofficial and secret fraternity of federal law enforcement, intelligence, and military personnel. Delta Green itself had no funding, but those who were members channeled funds, equipment, services, and personnel as needed from whatever agency or military branch they happened to work for. Delta Green’s agents were not full-time. They worked, in various capacities, for other organizations such as the FBI, the CIA, the USAF, the IRS, etc. They were “assigned” to a Delta Green operation (or “op”) by Delta Green-member supervisors, who camouflaged their activities as being part of their regular duties. There were no regular meetings, no headquarters, and no executive steering committee. Members simply contacted each other when their respective agency stumbled on something that Delta Green was better equipped to handle.

In February 1994, U.S. Army Major General Reginald Fairfield (Ret.) was assassinated in his home by members of NRO Section DELTA, a wetworks branch of MAJESTIC—the organization formed by President Truman to deal with extraterrestrials in the aftermath of the Roswell incident. MAJESTIC outlived Delta Green and exists to this day, having “successfully” made contact with the aliens and negotiated an accord with them. Fairfield had been a member of Delta Green (officially and, later, unofficially) for decades and was one of the old masters of the group that kept it going after it was officially disbanded. He had been investigating MAJESTIC for some time, and apparently had learned enough that he was seen as a threat. This was the first direct action taken by MAJESTIC against Delta Green,and suddenly things were very different.

Delta Green remains an unofficial, illegal conspiracy within the federal government, just as it has been since 1970. The group’s internal organizational structure has changed, however, to one modeled on the classic cell structure of organized conspiracies—and specifically on the structure used by OSS-organized partisan groups formed to fight the Axis during World War II.

Setting The Stage - Resident Evil

Arklay County, Missouri
July 27, 1998

Between May 11, 1998 to July 25, 1998, an experimental bioweapon being developed by the Umbrella Corporation known as the Tyrant Virus (T-virus, Epsilon Strain) was accidentally released during a surgical procedure on a T-002 Tyrant bioweapon in the Arklay Laboratory underneath of the Spencer Mansion in the outskirts of Raccoon City. This virus was further spread by MA-39 Cerberus bioweapons, Doberman Pinscher dogs infected by T-Epsilon.

Raccoon City Police Department's Special Tactics and Rescue Squad (S.T.A.R.S.) was engaged to investigate a series of deaths that occurred in the Arklay Forest. Rebecca Chambers, medic in STARS' Bravo Team, had survived within the Spencer Mansion after Bravo Team was broken up by Cerberus attacks. She was discovered by Alpha Team member Chris Redfield in the Spencer Mansion and the two worked together to put an end to the outbreak while also rescuing Alpha Team members Jill Valentine and Barry Burton.

In the aftermath, the Raccoon City police chief Brian Irons worked to discredit the STARS investigation into Umbrella's activities.

R-Cell

Rebecca officially filed ex-Marine second lieutenant Billy Coen as dead after encountering him investigating the Ecliptic Express. A wanted fugitive suspected for the death of both two Marine MPs that were escorting him to prison but also 23 people overseas, framed for crimes he did not commit. Rebecca deliberately filed this report after being convinced of Billy's innocence.

Deputy US Marshal Thomas Briggs, who was investigating the Coen disappearance, found two bodies instead of three while canvassing the scene. Due to the conflict of evidence versus reporting, he ultimately catches up to Coen and determines that Rebecca deliberately declared him dead to end the manhunt.

Briggs ("REGULATOR"), was in parallel investigating suspicions that Umbrella was accessing Mythos-adjacent material for their projects. He decides to fold Coen ("REVENANT") into R-Cell after approval from cell leader and FBI agent Special Agent Carl Hensley ("RAZOR"), and then Chambers ("ROOTBEER").

The Final R-Cell Member: You

The scenario is deliberately set to cast the Player as the final member. Think of what federal agency that would make the most sense in context to Time Period, Location and Function.

Tips

Don't go for a character background adjacent to the RPD, Arklay County Sheriff's Department or Umbrella.
Bear in mind the time period, it's late July 1998. Post 9/11 agencies, weapons, etc. should not be present.
Delta Green is a conspiracy within the government, its name should not be thrown around freely.
Don't think in the terms of SCP. Delta Green is the 'anti-SCP', dead is considered equal to 'secured and contained'.
Exposure to the Mythos is not a walk in the park and easy to shake off. Think of bonds that your character may have or may develop, habits and flaws as they take sanity hits.
You might be the main character, but in the scope of things, Everyone Is A French Fry To Cthulhu.
