Society gradually adapted by establishing laws regulating Quirk usage, creating professional heroes to protect civilians and combat villains, and developing specialized schools such as U.A. High School to train future heroes. By the time Izuku Midoriya's story begins, approximately 80% of the world's population possesses a Quirk, while the remaining 20% are Quirkless.---
