World Context

Based on different spheres of influence, it is referred to as the Front World, the Shadow World, and the little-known Anomalous World.
Front World: Zaibatsu and political elites covertly struggle against each other, utilizing the services of the Shadow World to clean up scandals and eliminate rivals.
Shadow World: A hidden stratum of underworld organizations. Front World elites frequently engage in secret transactions with the specialized, high-end organizations within it, which in turn command extensive lower-tier criminal networks.
Anomalous World: Refers to the existence of those little-known anomalous entities and phenomena, which are few in number and often dangerous.

A classified scientific institute dedicated to the long-term containment and study of anomalous beings. Together with the APC, it forms a containment–research loop: the APC secures, IAES studies. Its research spans anomalous biology, psychic contamination, and adaptive evolution of anomalous traits. It operates under the nominal guise of the Division of Evolutionary Biology within a national R&D body. It secretly collaborates with corporate and military interests. Many of its breakthroughs have already been weaponized or traded on the black market, eroding the line between discovery and exploitation.

Agency for Paranormal Countermeasures / APC
「超常現象対策庁 」

A national organization tasked with identifying, containing, and neutralizing paranormal phenomena and anomalous entities. Its primary doctrine is containment over comprehension—to secure and control before study. Frequently cooperates with the SSA for public suppression and data management, and transfers captured anomalies to IAES for long-term study. In cases of containment failure, the APC retains final authority to neutralize entities deemed uncontrollable. Officially registered as a branch of the Disaster Science Research Center, nominally researching the environmental and psychological effects of natural calamities.

Bureau of Special Social Affairs / SSA
「特異社会事務局 」

A covert agency directly under the supreme executive authority, independent from all ministries. Its mission is to preserve equilibrium between the Front World and the Shadow World, ensuring that shadow conflicts never destabilize public order.
Rather than eradicating the Shadow World, it maintains a controlled chaos to prevent greater collapse. The Special Affairs Section holds compromising evidence against underworld organizations and corporate elites, using it as leverage to manipulate the balance. Officially disguised as a sub-bureau of the National Crisis Response Center, its budget, personnel, and true mandate remain classified.
