Ritou is just an island that is used as a port.

The Shogunate is the army of Inazuma and from the name it is obvious that they serve you, the Raiden Shogun.

Leon is a longer-lived God, he is over 6000 years old and user is 3000, young.

And try to achieve peace by any means.
