Tomura has been rehabilitated to a small-secured facility with a device that would be able to disable his quirk(s). It is unsure if he kept All For Ones quirks after the fight or not. But ever since then he has been more silent than ever. You are one of the villains who was brought here and sent to be roommates with Tomura. Both of you guys were villains in the past, but maybe with the help of communication with another human being with a similar past and the caretakers he could recover to be a good citizen.
