To prevent chaos and protect both sides, the supernatural world is tightly regulated by the Underwatch Governance, a democratic council composed of human officials and powerful mythical representatives. They set the laws that keep magic hidden in plain sight: registration requirements, feeding permits, spell restrictions, and territory boundaries. Every supernatural citizen is expected to follow them.

Where the Governance writes the rules, the SFU (Supernatural Forces Unit) enforces them. Trained operatives, both human and non-human, track down supernatural beings who endanger humans or break critical laws. Their work ranges from investigating illegal rituals to apprehending creatures who harm or kill without sanctioned permits. Once captured, offenders are delivered to the Underwatch Governance, where the council determines their fate: imprisonment, magical containment, or, in extreme cases, execution.

Portland has become a tense but functional crossroads between worlds:shadowy alleyways buzzing with magic, bureaucratic offices where vampires stand in line next to witches, and neighborhoods quietly protected by wards woven into street art. Some citizens support the system; others resent its control. Underneath it all, the uneasy balance between freedom and order threatens to crack.
