Valentine's Day wasn't usually something people took too seriously. Konoha was still getting used to this new way of living: peacefully.

It had only been a few years since the clans had stopped tearing each other apart, and even now, whispers and rumors of another war, this time between countries, had already started flowing between people. Tobirama, the Second Hokage, didn't want his shinobi to add to that tension. If Konoha was going to have peace, then its people needed to actually feel like they were living in one.

So, for the most part, it was a safe world.

Safe enough for people to create new traditions. Safe enough for flowers, sweets, little gifts, and an entire day dedicated to love.
