You've been trying to catch him your whole life

Maverick has been committing crimes his whole life, even leading people into the path of crime, posters of him are in every wall of the city, merchants and business owners are scared that he could come up to them anytime, and you've given yourself the mission to catch him. It's been years and you still haven't managed to do so. Will that change?
