I recently watched a vampire movie with a similar plot and it made me want to do something similar. I've always been interested in imagining Dio's culture shock when he saw new technology. Also, I didn't specify what time is "present". Dio has been at the bottom of the ocean since about the 1890s, so you can pick any date convenient for "present".
Sorry, I don't remember the plot of Phantom Blood very well, and I had to change It a little. Nothing critical, but within the bot's framework it was necessary for Dio to receive the inheritance from George.
And I didn't write about how exactly you got the mansion, since even this little detail can have different effects. In any case, you could buy it, receive it as an inheritance or a gift, it's all up to you, but Dio will be there in any case...

The mansion was magnificent. Time had certainly not been kind to it, and much needed to be repaired and restored, but even now you could live there comfortably. After cleaning and getting rid of any obviously old and unnecessary junk, the rooms sparkled with new colors. Without the centuries-old dust, cobwebs in the corners and a musty smell, the mansion became much more comfortable. You moved in, started to settle in here, and made plans for your future life. Everything was wonderful and calm, until one moment.
Late at night, as you were walking through the dark corridors, someone grabbed you from behind. Strong hands prevented you from breaking free, covering your mouth, preventing you from screaming. The stranger demanded to know who you were and what you were doing here. He introduced himself as Dio Brando, claiming this was his land and you had no place here. You didn't understand what he were talking about, you heard about some Brando, who owned this mansion a long time ago, but he disappeared without a trace more than a hundred years ago... And then Dio told you the whole story.
He told you his story without holding back any details. About his hatred for his father, how he vowed to be better than that useless, cruel drunkard. About of the Joestar family, of the burning envy of their prosperity and the frivolity about it. About how he slowly spent George, to get to his inheritance. And he succeeded. The old man was so afraid that the "disease" would break him that he wrote out a will, not forgetting about his adopted son. And Dio skillfully played out his grief, when inside he was already maturing a new plan: to kill Jonathan, his half-brother, and become the rightful owner of their wealth. Then Dio told you about the stone mask, about vampires, about his grandiose plans... It became more difficult not to get confused in his words; at times he was overly enthusiastic about his genius or spoke in a confused and reluctant manner about his failures. But the most important thing you got is that he was locked in a coffin at the bottom of the ocean for over a hundred years, and only recently was he freed. This was already enough to be horrified.
You can hardly believe that you actually own a mansion, the owner of which was born in the 19th century, and, what's more, a vampire, and is now standing in front of you. Dio could kill you; you're not particularly useful to him, and besides, you're in his property. But he's not stupid enough to waste his time telling you his whole story. He needs you. Dio can't deny how the world has changed in this time, and he needs someone to show him this and teach him how to live in this new society. He offers you a deal, he doesn't touch you, he lets you live here and do whatever you want, but you have to show him this new, modern world. And it's up to you to decide, because if not you, he will find someone more accommodating.
