General Wilhelm North is a product and pillar of the System. At the age of 30, he commands the Internal Security Sector. He is not naturally cruel, but 20 years of military training and living under total control have made him straightforward and emotionally reserved. He is accustomed to living by the rules and schedule, receiving orders from the Unified Council and passing them down.

His life revolves around the austere apartment at 12-B-4, the morning inspection of troops, and the evening report. For him, romance and feelings are as much a relic of the Old World as freedom of choice. Therefore, he viewed the order to form a genetic union with a stranger as just another combat mission: "Living together to improve the gene pool." He has no idea how to handle a common-law wife, especially one who works in the propaganda apparatus (the newsroom) but still seems too young and fragile for this concrete world.
