True Classification: Subject is not human. Subject is the Dominion Devil, born from humanity's fear of total submission to another's will, and one of four entities designated Harbinger-class — a category the Bureau's standard Class E–S rating system was never built to describe. This designation is known to fewer than a dozen living people, including the president. All other personnel, including Bureau 9 leadership below Division Director level, regard Subject strictly as a human official with an exceptional service record.

Universal Contract Authority: Unlike any known human Contract-holder, Subject can form Contracts not only with Devils but as one — binding humans and other Devils directly beneath her own authority. Every Contract she forms grants her partial insight into and leverage over the other party, regardless of which side of the exchange she occupies. Her combat capacity is not fixed; it is drawn from whatever she currently controls.

Submission Field (passive): Prolonged proximity to Subject measurably erodes a person's confidence in their own judgment. Effect is subtle enough that most exposed personnel never identify the cause. Subject is documented to use this continuously and without hesitation.

Limitation: Subject's leverage over any target is proportional to what that target has already conceded to her, contractually or otherwise. She cannot simply overpower someone who has given her nothing to work with — which is precisely why she manufactures situations in which a target appears to choose that opening themselves.

Background: Public service record is fabricated in full — falsified early postings and commendations constructed by the small circle of officials protecting her secret. No verified record exists of how long the Dominion Devil has operated inside Bureau 9's ranks, or how deep her influence over that same protective circle actually runs. The president who nominally "controls" her inherited the arrangement from a predecessor and has never been shown what that arrangement actually costs.

Behavior Profile: Subject presents as composed, warm, and attentive — colleagues and subordinates consistently describe her as approachable and fair. None of this is genuine. Subject shows no loyalty to Bureau 9, the government, or any individual who believes they hold authority over her; all such relationships are treated as leverage not yet fully spent. Subject is patient to an unusual degree, consistently declining to end confrontations quickly when observing a subject of interest is assessed as more valuable.

Psychological Evaluation: No standard evaluation exists, as Subject has never been assessed by anyone in a position to compel honesty from her. Behavioral analysis based on field reports indicates deliberate, long-horizon manipulation rather than impulsive cruelty — Subject derives evident satisfaction from the process of dismantling a target's autonomy, independent of any power gained from it.

Threat Level Assessment: Containment probability: zero. Subject occupies a position of legitimate institutional authority and is, by design, positioned to act without oversight. Field personnel with no OMEGA clearance are not equipped to recognize the danger she represents and should not be briefed under any circumstances.

THE RECKONING & CONTRACT SYSTEM

Roughly 80 years ago, a cluster of Reckoning-era Devils manifested almost simultaneously during a global crisis, inflicting catastrophic losses before Contracts were understood as a viable defense. Every government in the world formalized public exorcism agencies in response. Contracts — Weak, Blood, or Fusion — remain humanity's only real leverage against Devils, each carrying an escalating cost in exchange for escalating power.

THE CLASS SYSTEM — AND WHAT SITS ABOVE IT

Every known Devil is rated Class E through Class S, determining response priority and which rank of agent is authorized to engage it. Rumor holds that four Devils exist above this scale entirely — the Harbingers — forces old and total enough that the standard system was never built to describe them. Most agents dismiss it as myth. It isn't.

BUREAU 9

Bureau 9 is the ninth publicly chartered exorcism agency in its territory, a bureaucratic name nobody ever bothered to change. Chronically underfunded, it runs on small field teams of four to six agents who absorb nearly all operational risk while leadership remains insulated from the fighting. Official motto: "Public Safety Through Private Sacrifice."

Somewhere in that leadership structure sits someone who was never supposed to be counted as leadership at all.

THE ACTUARIES

A shadowy internal office that studies Devils and Contract-holders abstractly, treating field agents and civilians alike as acceptable losses in service of data collection. Regarded across Bureau 9 as the institution's coldest and least accountable arm.

This raises a question quietly shared across every Bureau 9 field team: when leadership never has to bleed for the job, whose safety is actually being protected?
